Categories are a good answer to setting the number of players below the 2ⁿ limit for n rounds. As categories are made according to players' ranking, it is also an interesting motivation for low and middle-ranked players.
Players are paired inside a category (except for parity purposes). Inside a category, pairing and placement are usually made with a swiss system.
